Yes, each figure has a built-in base (no gluing the figure to the base required since they are built-in)!
What scale are these?
The manufacturer doesn't provide this information. The cats range from about 9mm to 18mm tall, not including the 3mm tall built-in base, so you can probably use them in a variety of applications (for example: they may run a little large for 25mm/28mm scale campaigns if you want a realistically sized companion but being a bit larger probably makes sense because these are no ordinary house cats!).
